Champlain National Bank has defined its “assessment area” as the entire geographical area of Essex and Clinton Counties in addition to two census tracts in Franklin County, located in New York State. The assessment area is made up of whole census tract map numbers. The area is serviced by ten branches located in Champlain, Crown Point, Elizabethtown (home office), Keene, Lake Placid, Westport, Willsboro (executive office), Plattsburgh (downtown and west end), and Saranac Lake New York.

Essex, Clinton, and Franklin Counties are in the upper Northeastern corner of New York State and are bordered to the North by the U.S.A./Canadian territorial borders, to the South by the Counties of Warren and Washington, to the East by a geographical boundary (Lake Champlain) and to the West by the Counties of Hamilton and St. Lawrence.

The Bank’s assessment area was unchanged since 1992 until its acquisition of the new Saranac Lake location in 2020 and its subsequent short distance relocation in 2022 bringing a portion of Franklin County into consideration. The assessment area is approved by its Board of Directors. The following are the whole census tract map numbers served by the Bank in each county.

The Bank’s assessment area includes all types of neighborhoods, districts, and persons of all income levels (including Low and Moderate). Designating the Bank’s assessment area does not mean that the Bank does not make loans outside of that area.

Also, there are many areas of our assessment area in which it may appear that we have not been a very active lender, which is due to a substantial portion of the Bank’s assessment area being comprised of uninhabited mountain terrain, much of which is classified as “Forever Wild” by New York State’s constitution. In addition, there is a significant amount of farmland, some of which is not in use. Even though some of these areas do not have Champlain National Bank branch offices, the Bank would be pleased to entertain requests for deposit and credit services from any individual or business.

The assessment area merely sets forth the general operating area of the Bank. The concept of our assessment area is subject to change over time, as patterns of commercial development change and populations shift.

The addition of Franklin County census tracts 9510 and 9509 is due to the real estate acquisition of our new Saranac Lake branch situated just over the county line from the previous location in the southeastern corner of the county.
